
The Opportunity
Arc Harbourside Management Limited approached our Fire Risk Management Team seeking guidance on their future fire safety responsibilities. The building had experienced a complex ownership and management history after the original developer entered bankruptcy, leaving a number of apartments unsold. During this period, receivers and a managing agent were appointed to oversee the property and maintain fire safety arrangements.
With responsibility for the building set to transfer fully to the management company, concerns were raised about whether previous duty holders had met all of their legal obligations and whether any historic fire safety deficiencies could result in future liability, remedial works, or significant financial investment. The directors also recognised that they did not possess the specialist skills, knowledge, and experience needed to confidently manage fire safety compliance within the building.
Our Approach
Our team recommended commissioning a Type 1 (non-intrusive) Fire Risk Assessment as the most appropriate starting point. This assessment was designed to identify any significant fire safety risks, provide clear recommendations for remediation where necessary, and determine whether more detailed surveys would be required to fully understand the building’s fire safety profile.
To support the client’s understanding of their responsibilities, additional time was allocated during the assessment process to explain how fire risk assessments are carried out, how significant findings are identified and evaluated, and what actions are typically required to achieve compliance. This collaborative approach not only provided the client with an independent assessment of the building’s fire safety arrangements but also helped build confidence in managing their future responsibilities.
